Extreme lag on startup.

2009 Dell Inspiron 560s
Pentium E5500 dual core
2 GB RAM
That's all.
I know it's an era old but its my dad's.
The computer lags on startup and kind of hangs for a minute sometimes more. After that everything goes fine but the lag is annoying. And unwillingly after every 2 years i need to take it to shop for new installation due to same issue. So i would be thankful if you guys help with your answer...

The 2GB RAM may be the issue. The specs say it will support 8GB RAM. I would try to get another 2GB RAM.

Ya kanewolf, thanks mate. But whenever i reinstall the win 7 as the new installation, everything goes fine even after installing all preexisting programs. The problem recurs only after few months of this. And changing the antivirus brand can stop this??? Then which one should I choose.
Right now I am running NPAV antivirus.
