Question Extreme lag when running 1 game and 1 youtube video ?

CPU: i7-13700F
GPU: RTX 4060 Ti 16gb
RAM: 32gb ddr5

when running 1 game either MW3 or a smaller game while having a youtube video on the other monitor my game lags unbearable, ive updated and optimized drivers and have had no luck. From my understanding I should be able to run both without issue. when I run just MW3 its small packet burst at 240fps with on demand texture streaming off. Ethernet connection with 950 download and 60 upload.

EDIT: one monitor is 240hz and the other is 144hz would upgrading the second one to match help the issue?

Which i7, how much and which RAM ? Much of action is in CPU and RAM.
