Extreme Packet Loss on only one machine on network.

I've discovered that I'm experiencing quite sever packet loss. Found this while playing fortnite, through the debug machine. The biggest problem that I'm running into is the three machines in this room, all other machines look fine on the debug menu, and play smooth.
I've then discovered that pretty much any game I play based off of online connection is near unplayable with the level of lag. So I guess I'd like to know if there's anything I can do to fix, or troubleshoot this issue.

update network drivers. change cables. change port on router.

I've had it where computer #2, was working fine while #1 wasn't. Directly switched the working setup with the non working, meaning swapped cables, which also swapped slots. Computer #2 still worked fine, computer #1 still didn't work. And the 2 ethernet slots on the motherboard are both up to date.
