Question Extreme temperatures on CPU

Experiencing extremely high temperatures on i3-530
Temps are
Idle-60°-62°C
Load-70°-75°C
Using stock intel cooler

1. Ensure your CPU cooler actually works. Download Hardware Monitor and check to see if cpu cooler is reported as spinning.

2. Disassemble your desktop or laptop, reapply TIM (Thermal interface Material) and ensure cooler is properly seated.

Has anythi g changed with PC lately? Thermal compound may need replaced if not done for awhile. Fan & heatsink clean? Spinning properly?
Actually i used it without a cooler 3 years ago and that cpu is 9 years old so does any of this matter and i replaced thermal compound later today fan and heatsink are clean and fans are spinning properly

Already done everything still high temps but i ran it without cooler so i think the compound insidr got burnt?

2. No.
To be clear the cpu is giving me high temps from a year but only today i thought of reporting it so that i could see if it is repairable
And i applied thermal paste again and same temps
Open hardware monitor doesn't show me the cpu coolet fan but shows the gpu fan
