[SOLVED] Extremely High Ram Usage

I currently have 2x8gb of memory, I checked task manager and I was at around 60% or 10g while idling, I was wondering if there was a way to fix this.

With so many things running in the background it's nowhere close to idle. Still it seems a bit high, may have some memory leak, usually comes from a faulty driver. Disable all startup items and see what happens.
