Question Extremely low 3DMARK score. Also feel like performance in games is not where it should be.

Could PSU be the problem? My GPU sits at 180 - 190 watts at max load which seems kinda low. It's my oldest component at 10 years+ and it was one of the cheaper ones. It's 750 watts, but maybe there's a problem with the way it's drawing power?

It depends on what's limiting your performance when you're seeing those power numbers. In something like 3DMark you should be getting around 250W consumption. 750W is plenty for the PSU (though model can make a difference here) just make sure you're using two separate 8-pin PCIe connectors for the card.

As was mentioned above clear up space on your primary drive it's best to have around 20% or more...
Why do you have (apparently) 24 GB of memory?

What are the complete specs for this system (make/model of all installed components)?

What, if anything, are you overclocking (CPU, GPU, memory)?

Never overclocked GPU. Whatever overclocking it comes with I left it as is.
For the CPU I just clicked some automatic overclocking thing in bios.
 
You should turn off VBS as well as it will have an impact on performance.

Your video card seems to be getting somewhat hot if 3D Mark is reading it correctly which could be impacting maximum GPU clockspeeds.
Ok turned it off.
Don't think it's throttling because of heat. GPU clock stays at 1800mhz+ even at 86C and it doesn't go over that temp.
Idk its really weird this guy is getting 50 - 100 fps more than me in this game. I get 110 max everything on low.

I just don't know how to troubleshoot this.

They're also using a CPU that is significantly faster than yours which means it can drive a much higher minimum frame rate. Matching what you see on a video is always nebulous, but when it's not like for like hardware it's impossible.

If you haven't already pulled out that extra memory module you should.

Running 3DMark Time Spy can give you a wider range to compare to, and as much as I don't really like it userbenchmark can sometimes give a clue as to a slow point.
 
Don't use YT videos for comparisons. Most of those are fakes/frauds.

Is the system not performing well for your uses?
It isn't, I play competitive games mostly and I'm trying to get as much FPS as possible in games or to at least match my 120hz monitor at the minimum. It seems like something is definitely wrong. My friend has a weaker PC and gets more fps.

Do some cleanup work on the OS disk get the free space out to 40+GB.

Alright bros I hecking fixed it, changed everything mentioned here so idk what exactly it was.
GPU now draws 250 watts when benching at all times. Previously it was 170 - 190. And performance is as expected.

Things I did:
  • Moved the GPU to a different PCI (same exact type).
  • Swapped around power cables, even though I was already using 2 separate pins, but maybe one of them was faulty.
  • Removed extra RAM stick.
  • Re-applied thermal paste to GPU and CPU.
  • Cleaned dust (wasn't much).

    I'm gonna guess that the most likely culprit was the power draw.
