Extremely Low FPS on decent build? what gives?!

So this is my first PC i built so ill run down the specs.
Radeon HD 7850 2gb DDR5 powercolor
gigabyte motherboard
8gb Crucial Ballistix sport, 1600
main drive 1tb Hitachi @7200rpm
2nd Drive (where all my games are) Sea-gate barracuda 250gb
650 watt power supply
AMD Athelon II X4 645 Processor @3.10Ghz

From every where i read my system should play bf3 high at at least 60fps but i get 30fps on low with v-sync off. I get around 80 on minecraft with no mods installed and the farthest render distance, about 30-45 on Infestation Survival Stories on low and 30fps Bf4 low. because of the low fps i cannot live stream or record for my youtube channel. yes i have all the drivers installed and im running win 7 home premium 64 bit. Please any help would be so much appreciated! thanks.

It sounds like your CPU is overheating or it's just not good enough anymore. I would like to ask, what PSU is your 650 Watt made by? Because that can be a factor.
