Extremely Low FPS On High End Build, Only In GTA 5.

(NOTE: 1080p and GRASS ISN'T EVEN ON ULTRA. FPS counter isn't on, but the fps goes down as far as 25 when in the grass, fps also drops when driving by trees, etc.)

Specs: CPU: i7 7700k with corsair H80i water cooler
GPU: GTX 1080
MOBO: MSI z270 Carbon Gaming Pro
RAM: 16gb 2100mhz ddr4
HDD: Western Digital Caviar Blue 7200 RPM 1TB
SSD: Samsung Evo 250gb
PSU: EVGA 750w Bronze 80+

When I was experiencing FPS problems in my last build, I decided to upgrade my motherboard, cpu, ram and gpu. The only things that I have not touched are the psu, hard drive and ssd. Maybe one of those three are faulty and I was just unlucky enough to have not upgraded them?

I've installed and re- installed all of my drivers. I just updated the bios. I've even clean installed windows and re- installed everything. None of it has worked. I could've sworn that a GTX 1080 to say the least, and a build like mine would be able to run GTA 5 at 60fps ON 1080P at max settings!!!!!!!!!! Most other people I see are capable of running this game max on 1440p with these settings, if not emerging into 4k.

I use MSI afterburner and temps and usage appear to be fine, half the time my cpu isn't even at 50 percent use in game. Before anyone asks, yes I enabled high power mode in windows. I've also enabled XMP in bios. I've ran anti virus scans, disabled xbox dvr, etc. I've literally tried everything, that's why I came here.
 
Another update. I tried to launch rainbow 6 siege and my computer shut off without warning, then turned back on. No blue screen or any errors showed up. This is the first time this has happened. It leads me to believe there is definitely some faulty hardware or something, because that is not normal.


*UPDATE* I checked the EventViewer for errors, and the most recent was a critical kernel-power 41 error.



*UPDATE TO UPDATE* I replaced the PSU with a corsair RM 750x and the FPS is still bad...
