Extremely low fps with AMD - FX-8350 and GTX970 in CSGO

So I recently purchased a PC with the following specs:

AMD FX-8350 8 core processor 4GHz
EVGA GeForce GTX 970 4Gb DDR5
Corsair CX500 PSU
16Gb DDR3 RAM
Cooler master evo 212 fan
Asus M5A97 R2.0 Motherboard
128 Gb Kingston SSD
1Tb HDD

However I'm experiencing very low fps. It is averaging 70-80fps during normal games and even lower in 20 man deathmatch servers with 4:3 stretched resolution and everything on low. I bought this pc to replace a laptop I was using before which with the same settings had an average 110fps on most maps. It is completely mind boggling me that my laptop which was using an i7-6500u with intel integrated graphics outperformes my new pc.

I think this maybe a problem with csgo only as when i played overwatch i was getting a stable 150fps with everything maxed out at 1920x1080.

If anyone can please help I would be most grateful.
 
I've seen a lot of reports about low fps in CSGO lately so yeah, it think something might be wrong with the game. But, also try to update your GPU drivers if you haven't already. This might help.
You have V-Sync turned off right?
 


Yeah I've got the latest drivers and have turned off v-sync.

Like I said my laptop is getting 110fps.
And my build at home was getting 200fps a couple of weeks ago when I last used it
(specs:
i5-4670k
gtx 770
8gb ddr3)

I just don't understand why it would be so low, I was expecting atleast 150-200fps. To be outperfomed from a non-gaming laptop is an absolute joke.
 


Yeah I've disabled HRTF. I have tried both enabling and disabling multi-core rendering both give the same fps. I really don't know what to do anymore, I've updated all the drivers and everything.
 


I doubt it's a problem with the game, but maybe an issue with certain types of hardware. My friends and me haven't had any issues for a long time.
