Question Extremely niche problem with OSRS running on 1920x1080 monitor

Doubt anyone will see this but Im at my wits end... I recently bought a new computer and reused my same two monitors that ive used for years to play Oldschool Runescape, but now, when I load up the game it has the maximum 50 fps cap but it is like, visibly choppy, and you can see screen tearing out the wazoo - which I never had before even on the same 1920x1080 monitor just through a different video card.

The setup before was a radeon rx 550 and amd fx 8120 with both monitors plugged into the same GPU, on this computer however, I have the 1920x1080 in the new gpu (4070 rtx) and the 1600x900 connected to the onboard with vga. The 1600x900 runs the game perfectly, no screen tearing, same 50 fps, smooth as can be. Why is it being stupid on the 1920x1080?

Is it related to a possible consequence of having two monitors connected dedicated and onboard at the same time? Ive changed plethora of nvidia settings global and program specific for the game and nothing changes. Or possibly the Radeon 550 rx wasn't possible of true 1080p display and this 4070 is, so that is messing with the game? It is a 20+ year old java game after all.

(current specs: ryzen 7700x , geforce 4070 rtx, 32gb ram, asus prime B650M-A-AX II mobo)
(old specs: amd fx 8120, radeon 550 rx, 8gb ram, some crappy mobo thats irrelevant)

Does this " two monitors connected dedicated and onboard at the same time" mean you are using both the 4070 and your integrated video controller at the same time?

If so, I would stop that and just connect both displays to the 4070.
