Extremely Slow Download Speeds with Windows 7 64-bit

I need to know how to take the limit off of my download speed. I will clarify by stating it is not a problem with the ISP; my laptop running windows 10 gets download speeds of 50+Mbps on wireless while my desktop running windows 7 64 bit gets 10Mbps. It is not an issue with the router or modem and not a cord issue. I have looked at the microsoft forums and this seems to be a common problem with the windows 7 64 bit OS, but after many years they have not solved the issue. I have tried the things microsoft suggests, but they didn't work and microsoft being the great support company they are suggest it could not possibly be a problem with their OS and only blame the ISP. I am extremely annoyed that I can only tap into about a tenth of the download speed available to me and other that running a different OS or running a VM I will try anything.

I checked the Nic on my computer and it was set to auto negotiate and i checked the router/modem setup. I saw that a light on the 100/10 switch was showing my connection to be at 10. I tried adjusting the settings on my computer first to no avail and I tried swapping the connection with another which showed a light indicating 100 instead of 10Mbps. This swap did nothing, but I decided to try resetting the switch by cycling the power and it seemed to fix the problem. Didn't think about checking the switch thanks for the solution.
