Extremely Urgent Question about my Windows Boot

So, this is has come from just that "annoying reoccurring issue" to that "happens every time issue"

It happened once in a while, I brushed it off as something small. But now every time I boot up windows this happens.

I'll turn on my PC, and it will flash my ASRock BIOS, then the Windows boot logo. Then after that my screen will go black for a bit and my mice & keyboard will turn off (I know because the lights go out) and then my monitor goes to sleep.

I have to turn off my PC manually with the power button and turn it on and keep doing this until it goes into repair mode, then it shows a blue screen asking me to "Restart" so I click that option and it reboots my PC then windows finally works.

But now when I get into windows using that method the time it takes for me to wait to do anything is really slow. If I try to click any programs on my desktop my PC will freeze, and the screen will flash my Windows 8.1 theme color (green) for a second and have to refresh my desktop.

It's really annoying having to do this every day and every time just to boot up my PC and I feel like it can evolve into something worse as to where my PC won't even turn on.

People tell me to re-download GeForce Experience for my drivers, which I did. But it did not help.

People tell me to boot in safe mode by pressing F8, but that does not do anything when I press it.

If you are asking for help it would be very convenient if you could post your system specs.
Do you have a external graphics card and dou you have an intel processor with intel HD graphics? If the answer to both of those questions is yes, the try disabling the intel hd graphics from your motherboard bios and see if it helps.

I have a custom gaming PC rig I built myself and I've had it for about a year now.

8GB RAM (2x4GB) G.Skill Sniper

I ran ADWCleaner and it wants to remove C:\END and C:\Windows\System32\Roboot64.exe

Why?

You sure Malware is the root of the issue of my monitor falling asleep after my windows boot?

This could be a potential fix or scouting out the root of the problem.

So, before I did the ADWCleaner, I took out my graphics card and switched to integrated graphics.
I then ran AdwCleaner and cleaned everything on that list. C:\END and all.

It asked me to restart my PC, I did it. Windows boot logo went, screen went black for a while. I was scared at this point it'll go to sleep again. It didn't. My login screen came up.

Tomorrow morning I will test it with my graphics card installed, so if it doesn't work that way we know its a Graphics Card issue and I can call up EVGA for some support.

It uninstalled the crap on the browsers, actually.

So I've rooted out all the bad malware and viruses on my PC. And disabled intensive startup programs.

Everything runs fine on my intel HD graphics, I'll re-install my GPU tomorrow morning and test if it still works with it.

If not, I'll know it's a graphics card issue and order an RMA with EVGA.

Thanks for helping me out, friend. You really are a kind and helpful person.

The latest nvidia drivers introduced the DSR on the 700 series GPU. I am not entirely sure but it creates some sort of conflict with the Intel IGPU. I had similar issue with my monitor, where my monitor would not display anything and would just go to sleep ( I think it has some thing to do with wonky refresh rates being applied to DSR). I solved it by disabling both the IGPU and DSR (trial and error method), so i think it might be also be a reason for you. I have a 780 and i use displayport for my monitor. I just want to rule out driver conflicts before RMA'ing the graphics card. also turning off your IGPU will give you back some system memory, that windows reserved for it.

One more thing you might want to look at page 27 of the driver release notes from the nvidia website.
"After installing the NVIDIA drivers on Windows 8, the subsequent reboot results in a black or flickering screen".

The release notes also suggest the workaround. You might want to try that.

I don't see many people with my issue though, I googled for so long.

UPDATE:

Re-installed my GPU.

First Attempt: Monitor didn't turn on at all. Pushed graphics card further Back
Second Attempt: Stuck on the Flash BIOS screen
Third Attempt: Went to the windows login page, but mouse froze
Fourth Attempt: Went into recovery mode, blue screen asking me to restart. Did it. Windows booted up fine.

It happened only with my graphics card installed, any ideas?

Yeah 10 year warranty by EVGA. I'll call them up first and see if there's a workaround

Called EVGA tech support, he ruled out the Power Supply, Drivers, or the Card itself.

Power supply 12V rail is stable
Drivers are up-to-date

Card is at fault.

Ordered an RMA.
