Question EZ Debug LED for CPU is solid white

I'm building a PC and it won't even boot to the BIOS. The EZ Debut LED for the CPU is on and is solid white. I've remounted the CPU a few times, don't see any broken pins, made sure the RAM is fully inserted, tried just one RAM stick. I don't have another CPU or motherboard to be able to check if one of them could be faulty. Here are the parts I'm using:
MSI B3695M PRO-VDH
Intel core i5 9400f
XPG Z1 DDR4 8GB x2

Yes, I did try that. The PSU is a Seasonic Focus GX-550. the GPU is a NVIDIA 1060 but it is currently not installed.

Well the Intel core i5 9400f has no iGPU. without a GPU installed you are going nowhere.
Put the 1060 in the box, connect it to the monitor and boot

I did have the GPU installed previously and still had the same issue so I took it out to see if anything would change.
