We built the new PC build on the test bench, got windows installed, installed new bios and updates, restarted, and everything was fine.

Put it in the case, and when it starts up, GPU led's come on, fans spin, then the EZ Debug VGA light come on and the GPU fans stop spinning.

Cleared CMOS. Tried running the GPU without the power supply plugged into in. The GPU lights still come on so it's connected to power from motherboard.

Plugged GPU splitter back in, powered it on again and the fans spin for a while, when I plugged in the HDMI, the debug light came on again, fans stop. After restart it goes back to throwing debug after a few seconds.

Same HDMI, different TV.

Any thoughts?

If it started fine prior to putting everything into the case, I'd start with that. Is your motherboard touching the case anywhere? Is it standing on a standoff where there's no hole? You should remove it if that's the case.

I would also make sure to go through this list thoroughly:

You never know, maybe you missed/ partially plugged something or it needs reseating.
