F10 is ignored. How do i get into the boot menu of hp desktop?

I have an HPE 175z desktop computer running a fresh installation of Windows 7. I want to change the order of the boot devices. During bootup, the screen tells me to press F10 to enter Setup. F10 does not appear to be recognized, as the system does not enter Setup. In a few seconds, the screen tells me to press Escape to enter the Boot Menu. Escape does nothing. No key does anything. How do I get into some menu that lets me change the boot device order?

Try the delete key.

Go into BIOS and select 'Enable' for F10 boot options.

Thanks for the suggestion of the delete key, but that did not work either.

I cannot get into BIOS. No key action that I have tried during the boot process interrupts the process in any way.

It is F2 on mine.

To be honest, the title of this thread should have been 'Help, I can't get into BIOS'.

Make sure to press the key (F2, F10 or Delete) as soon as you power up.

And press it repeatedly. As soon as you press the power button.
