F10 is ignored. How do i get into the boot menu of hp desktop?

I have an HPE 175z desktop computer running a fresh installation of Windows 7. I want to change the order of the boot devices. During bootup, the screen tells me to press F10 to enter Setup. F10 does not appear to be recognized, as the system does not enter Setup. In a few seconds, the screen tells me to press Escape to enter the Boot Menu. Escape does nothing. No key does anything. How do I get into some menu that lets me change the boot device order?

It is F2 on mine.

To be honest, the title of this thread should have been 'Help, I can't get into BIOS'.

Make sure to press the key (F2, F10 or Delete) as soon as you power up.

And press it repeatedly. As soon as you press the power button.
