Facing system freeze last's up to 5 seconds

Core I 7 8700k
Asus Z370F gaming board
Corshair Vengence ddr4 2400mhz 8*2gb
Gtx 1070 G1 gaming
Seagate Barracuda 1tb + 2tb
Cooler master 212 led turbo
windows 10 pro 64 bit

My system is freezing for 5 to 7 seconds when I play games or watching movies even no other program is running which can cause system freeze first I thought its due to hdd usage which stayed at 50% but afterwards I saw an article to fix it by switching off some programs. I disable few programs now hdd stays idle on 5 to 15 % but freezing problem is not resolving.
Need Suggestion
if it is due to faulty board or processor or something else?

Do you have dual monitor setup? I run my PC through my TV when I want to watch things and sometimes if I don't disconnect the HDMI from the back of my TV the computer does this annoying freeze for about 1 second, when I am trying to game, so I pull out the HDMI and it works fine.

You can always run something like ZHPCleaner and check for malware.

No I am using LED monitor and no dual setup
this issue raises when I changed my board and processor from 7700k and h270f to 8700k and z370f
I reinstall my windows made new partitions when this problem occurs I also update bios but nothing is working

Did you install windows over the old windows?
This can have problems, which is why new install is recommended as much as a hassle as it is!

Yes after hardware change I ran old windows and update the new drivers on it just to secure my data after that I install fresh copy of windows by formatting and recreating partitions whole disk.

And yes I forget to mention i have 2*8gb 2400mhz corshair vengence ram in my board but one chip is running on speed of 2400mhz and other is on 2133mhz I tried to change slots turn on XMP but both rams are running on different clock speeds.

They should be running at same speed. You cannot have 2 different speeds. If this is the case, you need to manually slow down the faster one.

I took out 1 of my ram yesterday to check weather its due to different clock speeds seems that probably the case on 1 8gb stick my pc is running fine no freeze no lag since tomorrow. But 8gb is ram is not enough for me I need to put second one too.
So probably I need to decrease speed of 2400mhz ram to 2133mhz
Let me check this solution too so I will reply back if my pc stables.
