factory overclocked gpu's better than the stock

(referring to EVGA's Gaming against their "SSC" Gaming GTX1070)

Since im planning to oc it to its limit, does it make any differrence if i buy the non-factory overclocked card ? Will the SSC be a better binned sample ? Or will it be the same since they both have the same cooler ?

No difference, binned GPU's are a thing of the past now that production methods have improved. If you want an even better chip then you will need stringent QC which will translate to more en user prices.

Pick the GPU with adequate cooling on it and clock it to your hearts content after adjusting power slider to the max.
