Factory resetted my computer and it still stutters.

Hi my computer is stuttering alot when web browsing and video watching. When im playing a video it plays frame by frame stuttering every second. I tried factory resetting the comp, using malawarebytes and defraging the disk. Nothing has worked the computer is a AMD Athlon Processor 2650se 1.60 GHz.

Given that ancient Athlon 64 processor, I'm not the least bit surprised that it can't handle modern codec's requirements.
I'm afraid your past due for an upgrade.

In the mean time, you can try loading your graphics card drivers and hope they have support for the codec you need.
