Failed BIOS update. HELP!

So i tried to do a bios update on my optiplex 390 pc. So i created a bootable usb drive (on another pc because i can't access windows because my hard drive isn't found for some reason) by following these instructions: https://www.dell.com/support/article/us/en/19/sln143196/how-to-create-a-bootable-usb-flash-drive-using-dell-diagnostic-deployment-package-dddp-?lang=en

No one is helping me on the Dell forum so i thought I'd try asking here
So i did that and then downloaded the optiplex 390's latest bios and moved the .exe file into the bootable usb drive. I then put the usb in my optiplex and booted into the drive and shows me this. Idk what to do, please help!!

Run the BIOS update utility from DOS environment (Non-Windows users)
NOTE: You will need to provide a bootable DOS USB key. This executable file does not create the DOS system files.
1. Copy the downloaded file to a bootable DOS USB key.
2. Boot from the USB key to the DOS prompt.
3. Run the file by typing copied file name where the executable is located.

What does it mean by "Run the file by typing copied file name where the executable is located." Im not sure what that meant but i tried typing the .exe file and even the USB drive name into the command prompt and it still showed me "command or filename not found" at this point Im getting frustrated af and idk what to do. Thanks though
