Question Failed boot after voltage change

Newbie overclocker here looking for help.
OC'd cpu then ran a prime95 test (small FFT) after about 40 mins worker 6 encountered an error and stopped, there was no warning just an error.
Because of this error I tried increasing the voltage by the smallest incriment and tried to relaunch but windoows failed to boot. I was able to get into the bios still and restore defaults.
I'm new to this so no doubt I've done someting wrong, if anyone can help out that'd be great :)

Setup:
Z390 aorus elite
9600K
2x8GB 3200 corsair vengeance rgb (XMP enabled)
1060 3GB
600W 80+ bronze psu

That power supply is garbage. It's worse than nothing, and it's rare I give that honor.
The few reviews I was able to find are mostly negative, and there are no professional reviews of that model.

Prime95 will draw maximum power. If the power supply can't keep up then things will fail.

EDIT: I do see references to the KL-400 delivering a max of 250 Watts instead of 400 on US (115v) mains. This is coming straight from their own managers. If you're in Europe on 230v mains then there's less inefficiency.
