An actual GPS device has nothing "embedded".
Power up, and it polls the satellite constellation (and possibly cell towers) to figure out where it is. You can't spoof that.
Why do you want to do this? By the way, to my knowledge, this is not possible with conventional devices. Even disabling GPS, you will still have cellular triangulation in effect mapping your location. Please clarify your intent.
