Fall creators update glitches when "working with installing"

I have yet to find any fix for this. Whenever i try installing the fall creators update (1709), i get through the stage of preparing the update before it reboots. Then when the bright blue screen with "Working on updates" appears, it can get to 30%, then reboot indefinitely while spewing the screen attached in an imgur link underneath. I am sick of the update taking up space on my ssd, and want to either get it updated or just lock it from downloading it.

turn off most auto-updating requires you to: set your internet connection to 'metered'.
this tells windows that you pay per mb download and so windows will not update unless told to by you.
