Fall Creators Update, PC doesn't completely shut down

A little while ago I downloaded the Fall Creators Update. I only did it to try Sea of Thieves because I guess the Microsoft Store required me to have it to even play it. However, since that update, I have never been able to properly shut down my PC without hard powering it down.

Sometimes I notice it because when I log back into my computer all my apps will be open all ready where I last had them. Never used to do that ever. Or most of the time, it will shut down slow, boot up quick, but it feels excessively slow. Usually after a good shutdown it would be just peachy.

I've tried lots of ways, including updating drivers, and turning off fast start up (which I just did, logged in, all my chrome tabs were open.)

I'm kind of baffled at this point, is there something I can do to fix this?

This is intended behavior from 1709 onward.
Windows will start with all programs you had open when you shutdown.

There are workarounds, but they are far from perfect (Such as creating shortcuts to shutdown the system instead of using the Windows Shutdown options).

Eg. shutdown.exe /s /t 0

It's a real PITA, and for a lot of people, another dumb decision by Microsoft.

Some people have reported that 1709 16299.248, if you are using a Microsoft account disabling "Use my sign in info to automatically finish setting up my device..." has *partially* resolved the issue.

Microsoft seems totally committed to this inconvenient "feature" as it's still in 1803 and there is still no option to disable it.
 
Solution
Perhaps use their feedback app and maybe in a year they will have enough complaints to add an option somewhere without telling anyone.

I am still waiting for them to make the multiple desktop feature more useful. I would set up a work desktop and a home one if it saved what was on which between restarts...

One way to stop win 10 reshowing everything on start up is close everything on shutdown. I always have, just habit to make sure all new files are saved before i turn PC off.
 


Interesting. I appreciate the help and follow up. Not really understanding why they think it's a good idea to completely slow down a PC. Why fix what isn't broken.
