After browsing the forums for a while I decided to just post my problem myself.
I have a Dell Inspiron N7110 running Windows 7. I installed Fallout 3 added the d3d9.dll file. I made the Fallout_default edits for quad core. I'm running Intel(R) HD Graphics 3000 version 9.17.10.2932. My attempts to update the version have ended in failure.
I was wondering if anyone had encountered this same issue or held any insight as to how to fix it.
