Fallout 3 GOTY Not displaying menu options (PC Version)

I recently re-installed Fallout 3 GOTY on my PC for a new modded playthrough. As per my typical modding technique i ran the unmodded game to make sure it works. The game did not crash, but the main menu was blank. I verified my files but that turned up nothing. I just finished a complete reinstall (deleted the whole folder and re-downloaded it completely). I'm still having the same issue. Everyone else that has my issue seems to relate the problem to mods, but I have no mods installed (not even the script extender).

My specs are:
CPU: i7 3770k @4GHz
GPU: Gigabyte G1 Gaming 970 (2x SLI)
RAM: 16GB (2x8GB) Corsair Vengeance LP (1600MHz)
MOBO: AsRock Z77 Extreme6
OS: Windows 7 Home Premium x64


EDIT: I thought it might be worth mentioning that I am running Nvidia Surround on 3 1080p monitors.

BUMP

I have tried forcing the game to run at my bezel-adjusted resolution of 6020x1080. The buttons are back, but now the mouse moves way too fast in the X direction. Any ideas on how to tweak this?
