Fallout 3 GOTY (Steam) freezing on Windows 7-any other fixes?

I know this is an old and hotly debated topic, especially with this old game.
I decided to pick up FO3-GOTY and FO:NV-Ult. ed. during the fallout anniversary sale on Steam,
being as I never played these games before.

At first i had no problems, but now, especially outside the vault, the game freezes up every 3 to 5 minutes in.
Ive looked through several steam community threads and other Tom's threads, and have tried most of these fixes to no avail.

Specs:
Windows 7 Pro SP1 64 bit
intel i7-3960K hexa-core 12 thread
16GB DDR3-1333 RAM (4x4)
Zotac AMP! Edition (Nvidia)GTX 980 4GB
Malwarebytes premium protection
(all current updates and drivers)

Fixes tried:
-ini file numkber change:
"line that says bUseThreadedAI=0. Change that to say bUseThreadedAI=1

Then hit SPACE key and type in iNumHWThreads=2 right below the other line. (if you still get chrashes change the 2 to a 1)"
-compatibility mode for Win XP SP3 and Vista SP1
-codec apps/tweak tools
-CPUcores
-set affinity- not possible on my PC, access denied on FO3
-disabled aliasing
-disabled all autosaves
-windowed mode
-verified game files

the best I get is a prolonged freezing, about 7 mintues of gameplay.

Ive seen people do it with the standard version, atleast with the CD-ROM.

Has anybody cracked the code here, or should I just refund this ASAP and get FO4 while it's still on sale?

This mod was supposed to make FO3 capable of working on more tahn 2GB of RAM...however this did not solve my issue

Have you tried this? It is geared towards Win 10, but might be applicable.

I did go through that guide, nothing helpful. I did exactly what he did in the video as well. no effect

Have you tried the NVAC New Vegas anti-crash mod on Nexus? I am using it with Windows 10 and have had very few crashes since installing it.

I havent, mainly since i have little experience modding or using nexus at all. if it keeps happening ill look into it

Alright, think I've found the best solution.
Using the Tale of Two Wastelands mod and launching New Vegas from Steam, I was able to start a new game of Fallout 3. Ive made it from through vault 101, to Springvale, to Silver's ranch, inside the school (killed all raiders and ants), and into Megaton all in one go with zero freezes, on Ultra/high quality in fullscreen 1080 x 1920. I believe there is supposed to be a new game menu option to choose between the FO3 and NV starting points, but I think that is a separate mod or hotfix for TTW.

I have no idea if this fix works for windows 10 or 8, but this definitely worked for my win 7 setup. If you have both FO3 GOTY and FO:NV-ultimate ed. this fix is probably for you

*NOTE: using this mod basically combines the two into one game, with New vegas copying and upgrading the FO3 files and textures to its level, and running it on the same engine as NV.
One you leave vault 101 All DLC materials and quests from BOTH games are added into your inventory. You also get the option to turn on the New Vegas Hardcore Mode while in FO3.
