Fallout 3 GOTY (Steam) keeps freezing

Ok so I have sent a week trying to fix this problem. I built my new gaming PC about a week ago everything is fine except fallout 3. I built the pc so I could do YouTube more often and better my problem is it freezes. I tried FRAPS and I tried Nividia Shadow play to record it they both freeze. I reinstalled the game. I set it to run in compatibility mode. I tweaked the fallout.ini file everyone said about. I'm out of idea's. My whole channel is on hold because of this. I will post my computer specs below.

Did you try to verify cache integrity? If not right click on the game click propertys. Next click the third tab and run the check.

Start the game in Windows VISTA compatible mode (no sevice pack).
Change fallot.ini.
Install a patch unofficial:
www.nexusmods.com/fallout3/mods/19122/

Enjoy the new game.

Locate fallout.ini file in: My Documents\My Games\Fallout3
And change the following entries:
bUseThreadedAI=1
iNumHWThreads=2 (you may need to add this one after bUseThreadedAI)
