fallout 3 isnt using GPU

So I bought fallout 3 on a steam sale knowing it was poorly optimized for windows 7/8 and have managed to at least get the game working on my PC. The problem is, my 780ti is barely being utilized, the power isn't going up by more than 3-5% and i'm getting a choppy 25fps average. EVGA precision X show's the power isn't increasing at all, and i'm thinking that this game is either trying to use my cpu for graphics input or for some reason just isn't utilizing my gpu. I can run every other game fine so i'm sure it's not a hardware problem
 
I7 4770k, Evga SC 780ti, 8gb gskill ripjaw, gigabyte z87x hd3 mobo, some cheap Toshiba HDD. All drivers are up to date. U think multicore tweak would make a difference with GPU utilization?
 
what do u mean exact? the only thing I left out is the PSU which is a thermaltake sp-850m the ram is a ripjaw X 1600mhz, 9-9-9-24 timing, cpu is stock speed but I hardly see how any of that is relevant
 
Did you install any mods that might interfere with each other?

Also, I think there are some mods for the game, so it utilizes more cpu cores (or something like that) and a tool to set the flag that it can use more than 4 gb RAM.
