Fallout 4 FPS cap

I built my new gaming PC not too long ago and wanted to play Fallout 4 again so I installed the game and when the launcher opened for some reason it could not detect my hardware I found that odd but anyway I put the game on ultra and stared the game and it was at 30 FPS I thought that was odd because my hardware can run most games I have on the highest settings no problem for example Gta 5 is maxed out and on average gets 120 FPS but then when I got in game I noticed it would go down to 28 FPS than right back to 30 so I realised the game is caped at 30 FPS can someone help me my PC specs
GPU:Zotac GTX 1050 TI
CPU:Intel I5 7500 @3.4Ghz
RAM:8GB DDR4 @2400Mhz
PSU:EVGA 400W
MOBO:ASRock B250M-HDV

I am surprised that you can get that high of a frame rate in GTA 5 max settings with only a 1050ti. Either those cards are far more powerful than I give them credit for or you are only playing at 720p.

As to your issue, it sounds like a Vsync issue. Have you tried turning Vsync off to see if you get a variable number rather than just plain 30?

EDIT: I wasn't wrong about the 1050ti and GTA 5 performance. Tom's did a benchmark here on High settings only and got 83.1 Average FPS http://www.tomshardware.com/reviews/nvidia-geforce-gtx-1050-ti,4787-4.html

Solution

I have heard about that but I got the game when it first came out and it ran just fine I looked into the problem and apparently its a bug in the game because my movements feel clunky I might download the game again and see if that helps
