Fallout 4 - GPU Usage / GTX 980 TI

Low GPU usage will playing Fallout 4 at 1080 - Ultra.

Gpu usage is sitting at around 50 to 60% - even when the fps dumps Down to 40.

Does anyone know, if you can fix this or do it need to be patched?
 
I5-6600k OC 4.6 GHZ
16 GB DDR4
GTX 980 TI STRIX Gaming (OC)
Game installed on a SSD

The PC specs are not the issue. Witcher 3 can run with nearly 100% gpu usage and over 100 fps same goes for just cause 3, bf4 etc.

It's Fallout 4 - So any fix for this issue so fare?
 
I have posted and read many problems on this matter as I have a similar build to yours except I have a MSI GTX 970 4GB which also get about 40-60% usage while my CPU goes from 30-80% usage round about at 60 celsuis .

Its the games fault as their are people with i7's and SLI'd 980ti's who are getting 40fps in places.
 


If it's the game, then I dont understand why not all ppl have the same issue.

Even tried deleting the fallout.ini and pref.ini (reset) - So my custom ini files didn't do it.

Tried to change the vsync control from the game to nvidia - No impact, still 50% usage,
 
^don't go messing around with NVidia control panel with this game their is no point as this is not a GPU problem, its CPU. The game isn't loading assets properly and working with the CPU correctly, its the same thing that was wrong with Oblivion, Skyrim.

Also the control panel has made the game crash for me if I force anything as the game see it as an intrusive program.
 


I can try to change it to adaptive (under F4) when I come home, and give it a go.
 


Getting to the boston area and it's unplayable, and as a fan of the fallout series, I rather not play a game that stutters from FPS drops. I didn't pay for a half made game. But It seems some ppl have found a way around the issue, but I wonder what they did.
 


My CPU usage aint that high, and I didn't have the issue before, and I rather not, install any beta drivers.
