Fallout 4 high end pc low fps

I have a evga GTX 1070 and a i7 3820 and 16 gigs of 1600 speed ram and I'm getting 30 fps in outside areas when I should be getting 120 fps according to the fallout 4 GTX 1070 benchmarks please help me
 
It likely a cpu limitations, here take a look at this

Your CPU's single core performance is lower than those in that benchmark, by how much I'm not sure.
 
I agree with sizzling, it's a CPU bottleneck.

However the textures are not the problem, it's the shadows. The shadow rendering is very horribly optimized (possibly not at all) and it hogs the CPU. Try either dropping shadow distance or quality. I'd drop distance first and then if you still need a few more FPS try dropping quality.
