I have a evga GTX 1070 and a i7 3820 and 16 gigs of 1600 speed ram and I'm getting 30 fps in outside areas when I should be getting 120 fps according to the fallout 4 GTX 1070 benchmarks please help me
Fallout is pretty buggy and it can revert to the 30FPS cap of the consoles without any reason,you also might have vsync on or your CPU might not rev up to proper clocks due to the game not using many threads.
Try dropping the resolution to 720p or anything lower than 1080p. Then replay part of the game where you get the drops. If the drops stay about the sane then it is most likely cpu related.
However the textures are not the problem, it's the shadows. The shadow rendering is very horribly optimized (possibly not at all) and it hogs the CPU. Try either dropping shadow distance or quality. I'd drop distance first and then if you still need a few more FPS try dropping quality.
