Fallout 4 nVidia Control Panel

I have a GTX 960 graphics card, along with an AMD FX-Quad- Core- Booster.I have 4 usable GB of RAM, and a 1920x 1080x, 60Hz monitor. My main problem is with graphics. When I get onto the Falt 4 screen, the screen is blurry a little ,and objects in the light appear to be shimmering, and the textures around objects aren't smooth, like it should be. I've tried many different things, like going into my control panel, or changing things around in game. When I would watch Fallout 4 videos about the control panel, they didn't seem to help my graphics. Can someone help me, or send me a link as to why you might think this is happening? Also, it has gotten to the point where games, like Agar.io can't even produce circular objects. It looks like Minecraft blocks. If I restore the settings, nothing changes. I've been needing help with this for a while now, so can someone please help me out?

First off, none of this has anything to do with what I asked you about RAM. You need to go into Control Panel>System, and look at how much it shows for Installed memory (RAM):

When you say "4 usable GB of RAM", do you mean free RAM amount shown in Task manager, or 4GB total system RAM?

The game requires 8GB RAM minimum just to run the game. So I would try adding another 4GB RAM if you only have 4GB total.

That said, such graphics problems can be GPU driver related, and with Nvidia, it often takes trying a few before you get the one that works best.
 
Sorry, I made a mistake, Frag Manic. I have 276.1 GB left. I read the wrong storage number. The other information should be correct. My game looks like that, except if you were to look at the lighting, it's a bit more shaky than the screen if this video.

The 276 GB is probably the space you have left on your HDD, which doesn't have anything to do with the problem you're describing. Plus the guy in that video has a WAY more powerful GPU than you do, so don't even attempt using 8x Supersampling.
