Fallout 4 Performance Problems

Alright, I had bad FPS with my AMD Phenom II X4 965 BE so I decided it was time for an upgrade. I bought an Intel i5 4690k. I have a 750ti and an Intel i5 4690k and I'm still getting 25 FPS outside. Wtf is going on? When Fallout 4 is running it says that it is using just utilizing 33% of my CPU.
 
sounds like your settings are too high for that card. try medium settings, turn off godrays completely in advanced settings. keep in mind you are running a graphics card below Bethesda's standard recommendation. shadow quality also has a big impact on performance. you may want to try lowering that next if you still get low fps.

yea if you are looking back, a better gpu would have made a much bigger impact on performance. if you aren't happy with performance, time to upgrade your gpu. the 750ti is pretty outdated at this point. i only recommend it for extremely low budget machines if it's got a good deal.
