Fallout 4 r9 290x FPS 20-35 on low settings

fallout 4 runs at a low fps on all settings on low, I have updated drivers, rolled back drivers and have tried beta drivers. Still no luck, applied many of the tips found online such as disabling vsync, water quality etc. I recieve a solid 60 inside but outside fps drops dramitcally. Any help will be appreciated, Thanks

my pc specs:
cpu= i7 4790k at 4.3ghz, temps never exceed 50c (water cooled)
gpu= Sapphire r9 290x Tri-x Oc 8gb, temps never exceed 55c
os= windows 8.1
Ram= Corsair vengence 16gb(4x4gb)
Game installed on ssd

This in an Nvidia sponsored game so they tried to [Watch your language] over AMD as much as they could (and they did) so just wait for drivers.

Yeah I am having a similar issue and I have a nvidia GeForce GTX 760 graphics card. Even on lowest settings I get that FPS range. However I kept playing around with stuff like trying to uncap frame rate and things of the like and once in a blue moon it will run at 50-60 FPS on reasonably high graphics. The trick is to then not shut down your PC because now I am back to terrible FPS haha. I have emailed Bethesda and if I get a solution I will post it here.

I have a similar config to op (4770k, R9 290, 16gb ram) yet im never dropping under 60 frames. Strange
