Fallout 4 Read only files

I just bought fallout 4 and have played less than 15 minuets. My settings after I restart the game keep resetting to defaults. I found out that my Fallout 4 folder is a read only one. I unmarked the check and clicked out. I then found out that it resets it back to a read only. I am on windows 8.1 can anyone help me. Thank you

Is your windows login account an Admin account?
If the read-only checkbox is a black square, that means only a few files inside it are read only, and not all of them.
The folder shouldn't be read only, I can only imagine a virus or something.

But the settings for the game are actually stored/duplicated in two places so check:
C:\Program Files (x86)\Steam\SteamApps\common\Fallout 4\Fallout4\Fallout4Prefs.ini
And
C:\Users\USERNAME\Documents\My Games\Fallout4
Fallout4.ini
Fallout4Prefs.ini
