Fallout 4: Unidentifiable/ Strange Bug

It might be difficult to see but you can see random lines cutting down the sides of the screen.

I'm very perplexed by this and i've found no way to fix it. I tried reinstalling my drivers but to no avail. I'm really curious as to what I would call this. Any help, suggestions, and ideas are appreciated.

gtx 960
i5 4690k
8gb ram
1tb hard drive
windows 10

Do you have artifacts in any other games? Whether you do or you don't, I'd suggest lowering the clock rates for the memory first, and test for any difference. If none, then do the same for the GPU's core clock rate.
