Fallout 4 unplayable fps drops, CPU may be the culprit

hello, so I keep getting really bad fps drops between 30-40fps (only in the middle of the map especially on the eastern side in the middle, but on the northern side of the map i get NO frame drops and constant 60fps) I tried to reduce settings and nothing worked besides putting shadow distance to medium, but that makes the game look awful and i'm wondering if you guys know of an alternative or some other fix to this. I'll be satisfied with 50fps, but definately not 30-40. I'm currently redownloading the game after messing around with ini files and i'm hoping redownloading would help but i highly doubt it. I'm currently using the latest Nvidia driver for fallout 4 and i've also tried messing with the Nvidia settings like turning off vsync, messing around with threaded optimization and maximum pre-rendered frames, etc and of course nothing worked. I also get bad movement microstuttering and i changed 2 lines in the ini to fix it and these 2 lines indeed fixed the microstuttering, but i still get the fps drops and when i do get them, the game looks like it's LITERALLY slow motion so i had to remove the 2 lines in the ini. I would really appreciate it if you guys try and help me out because I LOVE this game and it breaks my heart to have to stop playing because of performance issues. Thank you.

Considering your system specs, you have absolutely no reason to be getting drops but keep in mind that fallout 4 is a very glitchy game..

Even on ps4 the game drops down to even 17 fps.. on certain areas on the map..and considering that the game has just release. an incoming patch my come to fix these bugs.

i will advise you to watch these digital foundry frame rate tests.. the game is buggy and you won't get a 60fps stable through the game

but the last video you linked is running the game at 4k and they picked pretty stupid areas for the test where anyone can easily get 60fps and shouldn't be used to benchmark.
 


It is just an example of how buggy the games is.. games like advanced warfare that came out a year before this looks wayy better and runs better..
 


well im trying to at least find a temporary fix, i have literally been up all day trying to at least run at 50fps in these areas with shadow distance on high/ultra but nothing fixes it besides turning shadows down to medium, which makes the game look awful. You can literally watch the shadows being rendered as you're walking 10 feet in front of you.
 
read that people are even having problems on a 980ti.. and are hoping on a fix..

Too right! I started off with steady 60 fps all maxed out (like a champ lol) until I got to the outer remits of the Diamond City. Then, it started fluctuating to as low as 45 fps! As I've said in another thread, I managed to *fix* this by using Geforce Experience's Optimised settings. They pulled down a few of the features to medium. The game still looks the same imo but with steady fps.
OP, you should give this a go. Really not your CPU or GPU's fault as I think you'll be able to run Witcher 3 maxed out at 60 fps without any problem.
 


Inside the Diamond City is fine, it's the outer surrounding areas that slightly brought it down. I think the Shadow Distance is the culprit - when it's set to Medium, it seems to be stable.

Really hope they release a patch soon...
 


Well, i get single digit dips when i travel in downtown boston area with a cpu bottleneck, so we must wait for a patch and or nexus mod. Try reducing god ray settings.
 
I am sorry to say everyone is having this problem no matter how powerful the computer. I started a thread a while back and a few of us have basically come to the conclusion its not the hardware's fault for the fps drop as even I never go above 50% with my GTX 970 or CPU going higher the 75%.

Oh and also try and use your last driver as the new game ready driver for Fallout 4 for me made all my games unplayable I was like 'what the **** is going on!?' when I tried to play Killing floor 2 or Metal Gear I got a framer rate of below 30fps compared to my always ultra 60fps. I'm using my previous driver now which works perfectly fine but I get the same issue as you in cities and diamond city market as is every else.

Yeah, that's part of what the Geforce Experience's optimisation did; God Ray was also brought down to medium but with most of'em left to ultra - this generated steady 60 for me. CPU/GPU usage for me is still under 50% which is why it's frustrating...feels like Bethesda's determined to screw with us one way or the other lol.

OP, let us know how it works out for you. Hopefully, none of this will stop you gaming as well :)
