False CPU Temperature

I've encountered the strangest computer issue. My CPU temperatures rise to a steady 105ºC while stress testing but I've come to the conclusion that it can't be the true temperature because it doesn't feel extremely hot when I rest my hand near the CPU or touch the heatsink. My idle temps also seem fine as well. It's almost as if my CPU temps are overshooting the "actual load temps" and tries to rush towards the TJ Maxx just for fun or something? Do you think my CPU or Motherboard sensors are faulty? I have no idea where or how it's registering these crazy temperatures haha.

• I've carefully cleaned the CPU with Isopropyl alcohol, changed the thermal compound 3 times, and I made sure the heat-sink fan is attached & sealed using a pea sized bit of thermal compound
• I've updated the bios & reset the cmos
• I've reinstalled windows 10 & updated all of the latest drivers
• All of my other temperature sensors seem accurate except for the CPU
• I've also tried different temperature reading software programs and they all show the same behavior

Thanks Robert, but It's still showing the same readings. I've tried HWMonitor, Real Temp, SpeedFan, Speccy, MSI Afterburner, and Intel Extreme Tuning Utility. If you take a look at the image you'll notice that my CPU fan it is only spinning at 2142 RPM which is below the stock coolers maximum of 2500 RPM. If it was actually thermal throttling then I suspect it should be operating at the maximum of 2500 RPM. Even my max core frequency is still operating at around 3.5 Ghz which makes me believe the CPU can't be overheating. I have no idea how my fan speeds & clock speeds are functioning properly if every program is telling me that my CPU is overheating when it actually isn't? It's just soo weird.
 


I've reapplied thermal compound to the CPU 3 times now and made sure that all of the push pins are coming through the back of the motherboard and it seems very sealed. I even used a flash light and looked between the heat-sink & CPU to make sure it's making contact.

I've checked the bios and the temperature usually says 45ºC or something like that. It's almost as if my CPU is doing some weird math calculations and inevitably tries to reach TJ maxx. It never goes over 105ºC no matter what. It just slowly climbs from 38ºC to 105ºC and sits there until I stop the stress test and then it drops down to around 65ºC quite rapidly (within like 3 to 5 seconds) and then slowly goes back down to about 38ºC. I really have this feeling that it isn't actually 105ºC and it's more like like 65ºC.

If I was really thermal throttling at 105ºC, wouldn't my CPU be clocking back well below 3 GHz? Wouldn't my fan be at 2500 RPM's? That's why I am so suspicious. It also doesn't feel 105ºC when I put my hand near the CPU. I'm starting to believe that this might be an extremely rare issue, because I haven't found a solution while searching the internet. I've also installed windows 7 on a separate hard-drive just to check the temperatures using a different operating-system and it's still doing the same thing there.

It sucks not being able to see the proper temperatures but I'll just deal with it I guess since I'm never gonna overclock this CPU. I just thought I'd post this here because it's one of the strangest computer problems that I've ever encountered. I appreciate all the help and suggestions though.
