For liquid coolers, should the fans blow air from the radiator or towards the radiator?

It depends.

Where the rad is, where the fans are, what case this is in....

So, details, please.

It's a Corsair 750D casing. The radiator is mounted on the top. The fans are mounted on the inside and pull air from the radiator inside the case.

I am using Lian Li Galahad 360. Past few days my CPU is overheating.

Those fans should be blowing up and out of the case, through the rad.
