Question Fan header issue

I just built a computer ( I don’t know what the hell im doing haha). It has a MSi b450m gaming plus Mobo. I have a fan header that only supplies voltage on startup for a quick second then shuts off and never comes back on. Is there a setting in bios or could it be faulty?

More likely it's faulty if that occurs.
