fan header problem

Hi, when I plug my 4 pin case fan into the 3 pin header on my motherboard, fan doesn't work. So I tried to plug it in my 4 pin cpu fan header, to see if the fan is not faulty, and fan worked.
How can I fix this? Is the motherboard header broken or something ?

If you still have problem, the fan header may have problem, or can not handle the fan.

Yes I plugged it in, exactly like on that image but its not working. However I found old 3 pin fan, plugged it in, and its working.
So probably it cant handle the fan.
