i put in a new fan the corsair LED fan as my bow out fan (the fan that blows the hot air out) and it kept revving up and getting loud and i went into my bios and adjusted the fan to silent mode and it still does the same thing. It gets really annoying.

Operating System Windows 10 Home 64-bit
CPU Intel Core i7 6700K @ 4.00GHz

RAM 16.0GB Dual-Channel )
Motherboard MAXIMUS VIII HERO ALPHA

Graphics NVIDIA GeForce asus GTX 1080 strix
PSU Thermaltake

Asus is know about poor software. I think your pc would reach around 55-60c, cooldown to 54-59c and then it wil start the whole progres again and again. Atleast, that's what my GPU is doing.
I still recommend to look at making a custom fan curve. Maybe look for a tutorial online?
And what PSU do you exactly have?

Its the tr2 600W ATX 12v 2.3

Did you maybe used the Molex conector? The one that goes to your PSU? Can you see what RPM your fan is in the bios or is it even recognized in the bios?
And did you already tried the custom fan curve?

Its plugged in my motherboard on the 3 pin fan connector. My bios only shows the connector in the fan controller settings but i tested to see if it was there by putting it to max speed and it went max speed. But when i put the speed down to silent it doesn't do that it gets these long spikes of high RPM.

You have EXACTLY the same problem I have with my gpu fans xD I don't know what it is, but if it's fixed I will report asap.

I did notice that it starts to rev up like when i reload a tap on my browser or start up a program
