fan making weird noise on cold startup

so i recently got a new pc on christmas and the front lower fan makes some werid sound when it starts up at first its fine then the windows loading circle comes up and it goes slow it doesnst stop till im at the desktop i usually restart my pc the same day and its normal i can restart it has many times that day and it will be fine only the next day on a cold startup does it make this noise

Most likely a bad bearing in the fan. IF it bothers you replace it as it likely won't go away. If you can live with it it'll be fine till it locks up (could be next week could be 4 years from now)

so this wont effect my pc performance whatsoever

Strictly speaking it will not effect the system as long as the fan keeps spinning.
but you should replace the fan, due to the worn bearing of it as if it fails the fan will cease to spin causing an overheat of the cpu in your system if found as the one making the noise.

I've run an 8 year old core 2 duo computer with all case fans ceased up for the past 2-3 years with no issue. Not saying I'd do that to a good computer but if it stops just replace it. It won't hurt anything instantly
