[SOLVED] Fan not spining

I bought a zotac graphic card gtx 1060 6gb dual fan amp edition. But gpu one fan is not spinning....So what should I do.

Is that under full load with the GPU over 60c? Many modern GPU's will disable 1 or all fans when temps are under 60c. My MSI gaming 1060 disables both fans on the stock fan profile when under 60c.
