all the other fans work perfect except this one

have you made sure the cable is firmly connected to the port?

if you move the fan with your hand and it rotates as easy as the others, then maybe the cable is broken. If that is the case, try moving the cable to see if the fan spins or not. If it rotates but you feel that something prevents it from spinning then take out the fan and clean it from the dust carefully. If it is still not working, then most probably it is a motor problem and you should buy another fan.

My brother solved it, the middle of the fan was not centered and now it works again.
