Fan not spinning/CPU overheating

Hello everyone, I'm no computer guru. So I've taken some pictures to show what I'm having trouble with. Here's the pictures >http://imgur.com/a/VTqWG. In fact I have only a faint idea what alot of my parts are even called. My first question, what is this part that these two enermax fans are connected to by the tubes? I'm guessing that's the heatsink? Second, what's the thing BETWEEN the two fans? Third, why doesn't the inner fan ever spin? Even when my cpu is up at 70c it won't start spinning. CPU is an i7 3770k motherboard is some Asus motherboard that I can't remember the name of.

Sounds like it, easy fix though, 120mm fans are easy to get and replace.

Corsair SP120 are good fans for radiators (static pressure fans).
That set of pipes is a water cooling system. The round black thing over the CPU is the water block. it makes contact with the CPU and puts the heat into the liquid in the pipes. The thing between the fans is the radiator, hot liquid lets it's heat into the air there. The fans are there to keep cool air moving over the rad.

Ensure both fans are plugged into the motherboard. Try swapping which plugs they go into. If it still refuses to spin try spinning it by hand and listening for any noises. If it makes a noise what does it sound like?

If you know how to, go into your bios to adjust fan speeds. Don't worry if you don't know how to, just leave it.
Check that the water block is vibrating when turned on and are the pipes fairly hot (when touched), are both pipes the same temperature or is one hotter than the other?
 
Alright so I've checked the tubes, they're both the same temperature, and I've gone and tried to find out if the inner fan is plugged in. Well... I personally didn't wire this thing, so I've just seperated the cords and taken some pictures>http://imgur.com/a/lWk7M. It looks it's connected to like three splitters? One half of the cords goes to what looks like the PSU, the other half goes to some circuit board thats hidden up top under this panel that controls the fans. No matter what of those switches I move up and down though I can't get the inner fan to spin. The inner fan isn't stuck on anything, it makes no noise when I spin it manually, and it doesn't feel stiff.
Based on the pictures, if it's not connected to the mobo, how do I do it?
 
It's difficult to see in the pictures (not your fault) so I am going to have to guess it is attached to a 3 way molex splitter. Try taking all the fan connectors out (not the pump) and plugging them into 'Sys_Fan' plugs on the motherboard, they are scattered about. Then turn the computer on and see if it spins. If it does we know it is the wires/controllers that are the issue. If it doesn't spin either the fan is dead or the motherboard headers are dead.

Btw how old is this computer? does the circuit have a front panel controller, if so get me a picture of it plz.
 
Sorry for my really late answer, I unplugged the fan that isn't spinning from the splitter and plugged it into my sys_fan 2 plug on the mobo, the light comes on, but the fan still won't spin. I'm a little bit at a loss here. I made sure it was the right one by unplugging it and turning on the PC to confirm that the light was off. The fan on the other side still spins just fine though.

Also the PC is about a year and a half almost two years old I think. No I don't think it has a front panel controller, just those switches that control the fans. (By the way, the switch does work for controlling the fan on the back of the rad)

I'm guessing that means that just that single fan is busted? Is there a way to replace that single one?
 
So that size would fit on my radiator? Or is it generally a one size fits all thing. I'm looking to get a few upgrades this holiday season so I might as well fix that fan while I'm at it.
