Fan not spinning on cooler

So I encounter an issue were my liquid cooler fan isnt spinning but the cooler its self is holding down my cpu temp to 60*c Is my liquid cooler dead or can i just replace the fan and get it back up and running. I have a corsair h60. And will this help with my cpu usage problem, possible overheating.

The fan is easily replaced if that is the problem. But test the fan on another header to be sure it isn't the header that is bad. Is the cooler's fan plugged into the CPU FAN header? Pump to a always-on-full speed header?

You can just replace the fan. If you get a high quality fan you'd get better cooling and very low noise.
