fan not spinning

Hey everyone, I have a amd sapphire 7870 graphics card and one of the fans is not spinning, its a year and a half old, amd and sapphire have been no help at all and ebuyer will not return it as its out of years warranty, any ideas in how to get it repaired or with one fan spinning is it still usable?
