Fan not spinning.

I have that good old Pentium 4 and a Intel D865PERL(I think it's called that) and my CPU fan isn't spinning PC boots up but fan doesn't spin(fan itself is in perfect condition). Right now I'm using system fan port and it cools the CPU.

Sounds like the CPU port may be malfunctioned and is dead. It is pretty old, so it is not a surprise. The system port should do fine though, I would not worry about it.
