Question Fan not working

I have a FLEA Market fan that I connect to my USB port for some reason the fan doesn't work when I plug it into my USB port, but when I plug it into my colleague's USB port it works fine. once I plug it into my computer it will continue to work. once I switch it off and on it will not work until I plug it into my colleague's USB port. Anyone have any idea what the problem may be.

also, why you are trying to use some type of USB "Flea Market" fan
vs any other normal type of cooling.

I am using the external fan to keep my self cool not the computer. I am using Dell Latitude 7480

Lack of power while starting most probably. Motors use twice or more power while starting and some laptops don't provide enough. At 5v margin from minimum voltage required for starting and running is smaller than at 12vDC.
